An important point to note here is that all listed permits are authorised by State or County authorities - none are Federal (such as BLM). Its the federal authorities that drag their feet, Utah is very pro-this project.
This would have been one of the reasons the production facility location was moved. As pointed out in the webinar, the production well pads, production well approvals, pipeline easement and production facility site are all located on state or private land. No federal land to deal with.
