I would say so yes , the government allocating the placer claims essentially sees the surface borders to these claims going straight down that's more than likely why ASN have to exclude those m3 from not only their site maps but also their resources calculations, in terms of the rights I'm fairly certain both Voyager and Pan American have the rights it just jakes money to explore which they don't have . Pan American is actually using all ASNs details in their website and document details !! Warmest Regards TT
