Sure it happens.. however i'm sure the incidence is low. I'd happily be shown studies to indicate otherwise.
Management would be risking jail by not releasing results to pump SP for a quick monetary gain (it'd be very obvious too) - "nothing gets done" is a very pessimistic view on our regulators insiders do go to jail. What examples have you got where nothing is done?
