Business case and budgets. Big player like MB would likely need an internal sponsor to 'prove' that its going to work and then sell that idea internally at each milestone to carve out budget for the next phase. Acquisition team is a whole different team of people with different priorities.
They need accounting proof that 1+1 = 3
