A nobody would have authority to sign off on the purchase order, it's so insignificant to them.
Yes it's a start, but I think we're over estimating the value of this $40k, I think it's almost certain MB would have their fingers in many pies right now and exploring many different options at once.
Yes it's better than having nothing, but judging by ADOs past record, it's a little more than nothing right now imo
