Well the sad truth is right at this moment no one has enough faith in the product to sign a deal.
Why was the cr done at such a large discount, well first reason would be the boards lack of ability to sell the story (maybe that's all it is a story) so failure by the board.
second reason would be that soph investors demanded the discount.
Third reason would be again a failure by the board to gain a grant in sufficient dollar amount to cover off the requirement of having 2 quarters of cash available at the end of quarter so cash was needed urgently.
By the end of this quarter even with the cr cash they may again fall short
