Seems to me it’s smart from the company. They have staggered oppies so that if they prove successful there will be more money coming in in 2 stages.
It is wise pre revenue to keep the money flowing in. Potentially 6.5 million first conversion then 10+ second conversion
Great plan if you ask me while they build the revenue to flow in and their will never be another cap raise
