Many Asian countries love their red tape. It seems that the more paperwork they can generate, the more professional they will appear.

They love real paper, in triplicate and different colours. carbon paper is still a thing. Once they have a correctly filled in copy, they then laboriously transfer it to a computer and generate a computer copy which must be signed by every man and his dog with each them working in distant offices. When all copies eventually arrive back at the original office, a decision is then made.
