The thing is- the whole privatisation of employment services was fraught from the beginning.
The Commonwealth Employment Service (CES) did a great but not perfect job from 1946 to May 98. The last two years involved plans for privatisation and a hybrid organisation called Employment Services Australia was instituted from former CES staff who became Case Managers. Gaming the system commenced on day one. It became all about getting that statistic. It had little to do with helping disadvantaged job seekers. The sector has been beset by chancers ever since.
Starting to ramble a bit.
Anyway, the point is, the sector is beholden to government policy changes and government efforts to get value from a system that is open to grifters and box tickers. Providers may make easy money in one period but government policy can then change and turn off the tap- and rinse and repeat.
Something like that.
The CES has been gone for 25 years but I still bump into old clients and feel pride that many have done really well over the years
I promise tomorrow that I will pick on a mining company or whatever.
