AKA, a strategic partner, taking a minority holding, in the company, thus doing away with more dilution, to get the ball rolling.
Afterall, we only have to find the core of the ore body at El Pilar, never mind what else we have, in the ground, elsewhere, in Cuba, and the financiers will be falling over themselves to lend us the money to fund the development of El Pilar.

One can understand the actions taken by the company( well not really), I suspect someone was nudged into looking for a strategic partner, else we loose the permits, in an obvious copper rich kingdom.
