This starts to be interesting. "Interesting" is not a legal term but one that causes pause in legal circles.

AAU would make a dent in DR especially if your perception of a dent is something like the Grand Canyon.
DR can not go off in a huff and a dummy spit because benefactors like the World Bank would take a dim view.

I was concerned about how DR could simply drag the chain or hold out indefinitely. It might result in WB raising loan interests, or reducing availability. So it doesn't look to me that DR has any wriggle room.
