I think you'll find it's a bit more than just filling the form in correctly.
Although I know just the sort of person who would think/assume that. (That was me a couple of decades ago).

There's always base-line studies of: flora; fauna; water and air quaility levels. Being where it is though it's less likely to be knocked back because:

1. there are less people affected and those that are can see and get the benefits.
2. it's in Northern Arizona and they are less likely to, shall we say act capriciously.

During the week, I've gone in to kick bottom, on environmentalists who talk crap. This is the other side of the coin.
The balance if you will (in a developed country). Although we know one which tries to claim being developed and not simultaneously. Their mentaility clarifying the issue.
