With due respect, that is not correct, then CEO Mike Smith is long gone, and his Asian strategy at the time, has been long since replaced, and is no longer of any significance to the ANZ result, and its dividend policy. Even so, other majors, eg WBC and NAB do have foreign investments, with no impact on the franking levels. For ANZ holders, we have a dud stock, like it or not.
