State Street are a huge custodian bank, so they hold the securities on behalf of many different investors and need to report the aggregate amount of their holdings. Even though they don't have final ownership of the shares. The annex lists some of the funds that hold (GMO, Texas Teacher's Retirement Fund etc).
Some of these are purchases by these investrors and some are stock loans from/to other funds (possibly short sellers).
This sort of announcement are very common from the big custody banks once their total holdings reaches 5%, but doesn't mean they are actual owner. You'll see JPMorgan, Citibak, Northern Trust, BNP, HSBC etc come out with these in various ASX stocks all the time.
