IMO if COE was a larger player in the industry and this project was not critical to it's revenue, this matter would have been referred for legal action but COE can't afford to do that and has to find a more timely resolution. Getting the gas flowing is critical to our revenue and servicing the debt for this project is critical to our survival. So, playing hard ball would unfortunately not be in our best interests.
