    I'm not sure that we're getting the full story. According to management the cause of the problem is still unknown. It can only be with either the gas being supplied or the functioning of the plant. The fact that Cooper is rolling over in a significant way seems to indicate that maybe there is a problem with the gas being supplied?
    By rolling over I mean why would a commercial entity give up its right to compensation while at the same time accepting a shift to a lower level of sustainable supply (maybe 40 instead of 68)? Cooper is also happy to move to a phase 2 increase in processing capacity in the short term (Dec quarter), at a cost of $15m, when the problem with phase 1 hasn't been solved or explained (at least not to shareholders).
    They can thank their lucky stars that this has all occurred when spot prices are below contract prices, since if it had been the other way the customers would not have been so accepting of delays and under delivery.
