For example, a natural gas pipeline doesn't need a very wide trench, yet it leaves a scar for a decade or more.
In the case where ALL the top soil is moved twice, it will take more than a few years before it gets back productivity, so some farmers will be happy to chew the fat and bank the monthly check. Weaning them off is the challenge.
