hard to know, but I suspect there is an overhead cost to get that done (and perhaps even having to get shareholder approval) and probably not high on the priority list over the last 3-4 yrs given how hard it has been to stay above water (not to say they are out of the woods yet)
It would however be good not to see +/-25% shareprice moves, but even if they did do a 1 for 100 consolidation, there is really nothing currently indicating that they won't be back at 4c in 3 yrs time.....focus on the business and the rest will follow
