Exactly and you are right. Underwriting was part of the original CR and this was agreed long ago. What we should be focused on is that there was such a small amount left to go to the underwriter. 700k is nothing. Someone forgot some in the bottom drawer, somebody else couldn't work out how to convert. Negative spin being put on an event that doesn't warrant it. Honestly surprised at a few people who usually know better.
