I read it as HCT is massively ramping up their production over the next 2 months and needs extra cash to secure these production lines to take advantage of the increased demand for sanitizer products.
I think a third revenue raising so quickly without news would be bad for the share price but people can see the company has a plan for expansion so it is seen as positive.
