I don't think shareholders are "standing by, accepting this" - No-one is happy about the dilution.
Everybody's level of trust & risk are different - For some they have sufficient faith that there is light at the end of the tunnel.
I am however supportive of what you are suggesting and believe the wheels should be put in motion if significant milestones aren't achieved by 30th September.
