These options were granted to board members to incentivise them to perform in the company's interest. They have, and the SP has increased as a result of contract wins etc.
They are now exercising their options, soon to expire, giving the company more cash/runway. From the pic below, I calculated $810k added to their FY 2.4m cash, putting them in a great position for the next year.
Out of all the types of dilution, this one adds the most value to the business and shareholders imo. And if these board members believe in what the company is doing, then it shouldn't increase liquidity by much either.
