Don't thinks the words capped are used in the offer document.
The words used are "aims to raise $3m...."
Doesn't mean they can't raise more than $3m.
Right to scale back application amounts is specifically mentioned and this is highly likely to be significant even if they decide to go a bit higher to keep LT and loyal shareholders onside
