The discussion seems to be centering around risk appetite and gold price in foreign currency manily US. This project is for a small amount. In my experience sentiment in this area can turn on a dime.
Yes the co. has been banging on about financing forever.
MY feeling is the US is on the up. China is in the act of rebalincing to consumer driven. Europe is in recession and constrained. All the other current affairs stuff like Ebola, IS, Ukraine is less significant .
I see a lot of local shares getting/ attempting to get floats and M& A away. Note the Medicare float.
I was somewhat buoyed on Friday when MLX ( Metals X) said they're making so much cash (sig. from Au) they can pay an inaugral dividend at 30% of profits.
During the Week PEN also reconfigured thsie U project to get it going.

So I personally can wait (some more) with this one as, along with virtually all others, they're battling through and thre's a potentially big reward.
