    So is someone thinking its toppy and cashing out since the oppies have a long horizon? - or - does someone think 2.5M extra rights in a vote are are a good thing - say for a CR? PS. I will disclose I have been privy to a "buoyant" independant presic of report on mongolian coal prospects but only the top page - no specifics.
