Yes, but I am no expert on the matter and perhaps a more qualified reader can answer rthat. From what i have read on the ecq website, the 2014 options can be exercised anytime prior to expiry, so if you were an option holder and converted them to shares prior to the record date, then you would be entitled to subscribe to the forthcoming issue of new shares.
