The options are probably intended to be exercised when the s.p is multiples of the current, and the exercise price was determined by some algorithm based on current/recent s.p values.
Like another has mentioned, they may be issued as part of a salary package to reduce staff costs. If not, then I second Russ's motion that they definitely should be performance based.
Still believe that the company can achieve Morgan's 20c target within the next FY.
