I guess that it may be a typo error. I have checked the results of last AGM meeting and EGM meeting, there are no such 100 million shares to be issued to executive management staff. As far as I know that the company could not issue shares to executive management without shareholders' approval.

The options issued to the CEO are not transferable and they will be not listed on the ASX as per announcement on 17 January 2017 in Appendix B. The first 100 million options having vesting on 1 Dec 2017 and the second 100 million options having vesting on 1 December 2018.
