Spoke with someone close. Not the really the case. Tru, no agreement with land owners lat year but land owners arranged and staffed first trip before Christmas to see process. Agreement signed this year. What I hear is each trip is planned in conjunction with land owner clans and they are taking care to stick to the law. This is literally ground breaking activity with congratulations due all around. I wish them all well in this venture.
