Alan did not say he wouldn't use the ATM. The ATM wasn't even mentioned. He said they wouldn't be doing a secondary capital raising any time soon. He also said the debt facility being put in place, combined with the yet-to-be announced deal would definately get us through well into next year and with some of the deals coming through, there is every liklihood it would see us through to commercialisation all the way, possibly even cash flow positive. Or words to that effect

So we wait to see the terms of the debt funding and the deal.

In the meantime perhaps you could take the time to do a bit more research before bandying around accusations of dishonesty.
