some observation:
1. no free oppies attached.
2. "The securities were issued as a result of a transaction completed prior to the appointment of the
new CEO." it implies new CEO would prefer to using another approach to fund this company, issue share as such low price is a joke, and they should have other better way long time ago. As I remembered they have third part to manage the fund in more effective way, haven't seen it yet apart from issue more and more shares.
hopefully new CEO can turn this company around. Takes time but we should be able to see the difference when time passes by.
