Yes i would have to agree with you P87,
its such an unusual way of doing business in Angola,i, like probably you and others just can't fathom the lengths of time it takes to get over the last bloody hurdle,which to my understanding is a signature!They have met all the requirements and agreed on the terms and conditions,its clearly so close.Lucapa was encouraged to apply for its mining licence by Endiama(a government body!),and im sure that the sooner the project ramps up ,the better it is for all parties.
Angolan time,whatever that is.
