This article is comparing apples and oranges. Musk is already producing product from part of the gigafactory and has plans to build several more gigafactories in selected locations around the globe (South America is on the cards next I believe).
So Musk's plans are at least on par with China's. Plus he is a few steps ahead in terms of making them a reality. So China is not exactly "poised to leave him in the dust".
Anyway I can see your reason for posting Foghorn - it helps to highlight the sheer scale of the EV revolution that is happening. The market for lithium in the future will be massive - we just need to come up positive on our drilling campaign.
