There is no mention of whom the consultancy payment is being made to in the 3B announcement.......
As the Phase II earn in, as announced by the company has no mention of any consultancy payments to be made to GSM for Phase II works, then I suspect it could be payment to anyone of a plethora of consultants that are currently engaged with GPP.
GSM are eligible to cash payments on the commencement of Phase 3.
