All the shares are issued at around the current shareprice, possibly not as "dilutionay" as you make out flock.

If they use the funds raised to generate cash then I don't think you'll see many complaints from shareholders - especially given the months of notice of SPP issuance of shares and years of notice of the potential issuance of shares under the 2 cent options.
