There could have been a request from Somers to be given the right to underwrite, and because it had a customer. AUR had someone interested too, so my guess is that together they reached agreement to accommodate both sides. My guess too is that AUR stipulated the maximum number that was imposed.
AUR's connection paid up, Somers' didn't.
