While he may not have explicitly stated it, he concurred with a position established by anf0 and raised false evidence to support the claim and questioned why shareholders should expect further 3B’s from their information. Is he misleading or lying? You decide. Let’s not blame it on a lack of education.
Further to this I note you also chimed with the following:

Another liar claiming a shortfall, when there has been no confirmation of such. In fact MNS has advised that there are commitments for the shares, so the ‘delay’ (if you want to call it that) relates to the collection of cash from parties that expressed their interest. It also reflects the fact that there wasn’t an immediate need for cash from the entire placement.
No we have robbo talking about the ‘passing of a hat’ when there are commitments for the shares. Absolutely misleading...
