No need - it applies to all employees who remained employed on 1/1/20 and 1/1/21 - think this is more for the staff. CEO already had his lion share if you remember , but before long this would become a 1 billion share base after the next CR (like FBR) (you might have seen my earlier post quite some time back on how 400m shares became 760m and still growing).
