Cash rate is interbank rate. I am pretty sure there are few years after the GFC australia cash rate is quite high and deposit rate is even higher maybe 4 percent.
It didn't pay dividend since 2016 and 2015 only once. You can argue imputation credit and so forth. But remember share outstanding has increased significantly.
2009 - 252 mil share
2019 - 613 mil share

2009 - 0.445 c
2019 - 0.155 c
So if you have bought at 0.45c per share, your percentage ownership has been diluted down by 60% and price is down by 60% plus. Whilst parking money in the bank, 1 dollar is still 1 dollar.
