my take on Florida would be, PET itself will not submit a bid this would be though Sepro and by the sounds of things Sepro would have submitted a proposal / tender to the water authority (which they must be happy with) and it would then be the water authority submitting for the funding ? which sounds as if was done months ago. Is the task force awarding funding to individual tenders or government bodies in control of the affected areas ? . i would think with elections happen next year ? the governor would want to press on with this work asap , if no action seen then reelection might be hard

PET has been advised that the Phoslock® Wetland trials in Florida achieved excellent
results, which have been presented by the Water Authority to the Florida Governor’s Algal
Taskforce. The Florida Water Authority undertaking the trials has sought funding for large
scale Phoslock® applications to its wetlands
