Cyril Ramaposa is the complete opposite to Jacob Zuma and sentiment is definitely more positive in South Africa at the moment (We even won the rugby world cup!), even though the new mining charter is not without its challenges, the Orion project would certainly be a huge positive success story for South African mining in general. I believe the SA government would want Orion to succeed because if it fails, the government will lose face in their initiative to attract international investors into the mining space, so imo there is a lot riding on this and more than meets the eye.
