Inputs to a DFS include all manner of data and tasks, almost all of which must be completed anyway to ensure an efficient operation.
Just because a document titled 'DFS' has not been released does not indicate that the work done as input for such a document has not been worthwhile, nor does it indicate anything with respect to the 'quality' of the financial findings.
Zzedzz, is your position that spending money on these tasks has been a waste? What if the final step of the process was to collate all of the various components comprising a DFS and CDU decided that the additional cost was not justifiable given the strong support from current investors?
