I would think this notification is given prior to the issue of new shares and was done to confirm the issue of incentive options that were approved at the meeting.
At any rate the announcement today says the issue was fully subscribed and if this was the case it is possible directors could have stepped back and not taken up any entitlements to permit more shares to go out to the public.
Time will tell.
