Answer: any rational creature* with access to funds. You have to exercise or trade the options to get the gain. Any rational being* would choose to access the gain so you're either selling them to the handsome, muscly guy with the beard, and he's exercising them, or your exercising them.
*Unless you have a rational reason not to exercise them, like someone has a metaphorical gun to your head or your current wife insists you've already got enough RAC shares
