Mate, ever worked with engineers or scientists? Unless you are one or know how they generally work, you can't pretend to know what they'd do in this situation or expect them to do what you'd do.

From what I imagine to be his point of view, whether or not the tech is revolutionary or if good news is imminent or down the line, he increased his holding & sold some to cover himself without putting himself at the mercy of the market reaction down the line. Played it smart, minimal risk.

These guys work day-in day-out their working life with putting theory into practice then testing the crap out of it to make sure everything they do has minimal unknowns or risk of failure. At least the good ones anyway. Try telling one of them to 'wait a few weeks' to sell. Age and stress don't work well together either.
