Would it not be plausible for Manipur to approach current holders that want to sell out, large or small and offer a price to transfer them their holdings? at a price well above the 0.84 offer, it would or could fast track an increase in their holdings.
I think it is possible for Manipur to reach 10% (if this is their aim) or close enough to it to be a real problem for the UNDER VALUED OFFER.
