    The key with R&D rebates is that they are NOT government gifts.

    An R&D rebate is a proportional refund of money you have spent on R&D.

    So if the expenditure on research and development and the associated staff costs are going to be counted in the spend, then its 100% legitimate to count the incoming R&D as earning.
