"reportedly" in this case means "sources close to the deal"; no-one from either company has ever verified this claim. I am almost certain the number tossed around is an invention of FLN insiders (possibly what they told RecruitCo their price would be) and not the other way around.
Leaking this number was a fine way to make their IPO price seem like a bargain and ensure a good pop, and no-one being on record ensures that you don't get in trouble with the ASX.
