It's part of a standard asx requirement to comment on solvency where current cash balance is less than latest quarterly cash outflow.
The company points out that firstly negative operating cashflows are a temporary timing issue, secondly it has a line of credit from the Chair if required, and finally - as a last resort - they have the proven ability to raise capital.
The whole context is as follows - b_w quote in italics, highlighting added:

Answer:
No. The timing of payments to suppliers and the slow receipt of customer payments has
resulted in a temporary cashflow impact.
2. Has the entity taken any steps, or does it propose to take any steps, to raise further cash to
fund its operations and, if so, what are those steps and how likely does it believe that they will
be successful?
Answer:
The entity has entered into an agreement with Kah Wui Lim (Director) to provide a Line of
Credit up to $1.5m at commercial rates.
3. Does the entity expect to be able to continue its operations and to meet its business
objectives and, if so, on what basis?
Answer:
Yes, the entity does expect to continue its operations and meet its business objectives by
increasing SaaS revenue, completion of implementation of its products and growing its
revenue base whilst managing its cost base.
The Company expects to continue its operations and to meet its business objectives as it is
confident that it will be able to continue to raise funds as and when required.
This expectation is based on past experience and because the Company continues to have
the support of its existing shareholders
The company is on track for ongoing sustainable positive cashflows and it is trading around 3X growing sticky SaaS revenue from government and large corporates.
