Even the treatment Trump seemed to praise, Regenerons monoclonal anti body treatment, still seems to be only available in small numbers with a process that is difficult to upscale quickly apparently. If rce could develop something to protect from or minimise viral infection once encountered, then they only use the regeneron "big guns" for those where infection has taken a deeper grip. I dont know the full medical details but surely something that can kill virus and also kill bacteria from secondary infection must have value. Especially if it can be some sort of inhaler that goes directly to lungs
